BIG SUR, Calif. — October 27, 2026. California is creating a new Highway 1 Task Force to coordinate work intended to reduce storm-related disruptions along the coast, including Big Sur, as officials prepare for potential El Niño weather.
Governor Gavin Newsom announced the executive order on October 27. The task force, led by the California State Transportation Agency and California Natural Resources Agency, will examine vulnerable portions of Highway 1, identify preventive priorities and funding needs, and recommend ways to accelerate appropriate work.
What is changing?
The order directs Caltrans to prioritize feasible landslide-prevention activities and State Parks to examine effects of closures and repairs on visitor access. The governor’s office said emergency project expenditures along the Big Sur Highway 1 corridor totaled approximately $312 million during 2020–2026. That historical expenditure figure is not a newly announced construction grant or proof that any particular repairs have been completed.
Caltrans is also inspecting drainage systems, preparing equipment and staging resources statewide. The administration reported that approximately 1,300 pieces of winter operations equipment are available for deployment.
Does this mean Highway 1 is open?
No. The executive order does not reopen any road, cancel work zones or establish a reopening date. Drivers should check the latest Caltrans QuickMap before traveling, and monitor local emergency alerts during storms. Never drive around a road-closure barricade or through floodwater.
California58 has separately reported scheduled one-way traffic controls near Mud Creek. A work notice and the new statewide order concern different actions; local conditions can change quickly.
